Short Video Operation Recruitment-to-Training Scam: High-Paying Editing/Host Roles as Bait for Installment Training Loans

The primary victims are recent graduates, young job seekers looking to transition into the self-media industry, and low-income groups lacking social experience. They are generally enthusiastic about new careers, easily trust promises of high guaranteed salaries with zero experience, and lack awareness or caution regarding financial loan contracts. Caught between job-seeking anxiety and information asymmetry, they often lose their basic judgment when faced with carefully packaged illusions of high pay, ultimately ending up with thousands of dollars in installment loans without their knowledge or through manipulation. They not only fail to secure the promised salary but also fall into a trap of debt and credit crises.

Who Gets Targeted

骗局怎么运作

  • Fake Recruitment Funnel: Posting popular roles like short video operators, editors, or live-stream hosts on major recruitment or short video platforms, explicitly stating 'no experience required' and 'high guaranteed salary' (e.g., hundreds per day or over ten thousand per month) to precisely target and attract job seekers who lack skills but are desperate for work.
  • Interview Pressure and Brainwashing: After the job seeker arrives for an interview, the interviewer intentionally belittles their actual abilities, claiming they don't meet the standards for immediate employment. They then pivot to offer 'internal paid training,' promising high-paying placement afterward, using carefully crafted scripts to trigger the candidate's anxiety and desire to enter the industry.
  • Inducing Installment Loan Signatures: Once the candidate is interested, the recruiter claims training costs money but doesn't need to be paid upfront. They induce the candidate to scan a QR code to download a third-party financial loan app and apply for a training installment loan ranging from 10,000 to 30,000 RMB in their own name, lying throughout the process that the company is covering the cost.
  • Fake Training and Empty Promises: After the loan is disbursed, the training institution deducts the full tuition fee immediately. They then provide perfunctory pre-recorded videos or a few days of basic offline training that fails to meet professional standards. The promised 'guaranteed placement' turns into referrals to shell companies or outright rejection based on 'failing the assessment.'
  • Closed-Loop Disappearance and Aggressive Collection: When victims realize they haven't secured a high-paying job and demand a refund, the institution refuses, citing the signed contract, or simply shuts down and disappears. The third-party loan platform then begins monthly collection; failure to pay on time damages the victim's personal credit, leaving them with heavy debt and a tarnished credit record.

红旗信号(看到这些快跑)

  • 🚩 Job postings remain online year-round with extremely low entry barriers but promise salaries far exceeding industry averages, with almost no requirements for education or experience.
  • 🚩 During the interview, the recruiter overemphasizes the candidate's lack of ability, then immediately pivots to selling an internal training program with a guaranteed high-paying job upon completion.
  • 🚩 The candidate is required to apply for a loan from a third-party financial platform in their own name before starting the job, under the guise of installment tuition or training subsidies.
  • 🚩 The training contract and loan contract are separate entities; the loan is disbursed by the financial institution directly to the training provider's account, while the victim is responsible for monthly repayments to the financial institution.
  • 🚩 The training content is poorly produced, consisting mostly of basic tutorials available for free online, and the institution refuses to sign a legally binding employment contract guaranteeing a specific salary.

真实案例

  • In a short video training fraud case tried by the Kaihua County Court in Zhejiang, a criminal gang used the bait of a guaranteed daily income of hundreds of yuan to lure job seekers into training. Victims were induced to sign installment training contracts and ended up with thousands to tens of thousands of yuan in debt; the ringleader was severely punished for fraud.
  • According to a Xinhua News report in March 2026, a recent graduate saw a high-paying short video editing job on a recruitment platform. During the interview, HR claimed their skills were insufficient and required them to undergo internal training. After being induced to take out an installment loan via a third-party platform, the student was fired after only a few days of training for 'failing the assessment' while still being liable for the loan.
  • According to the Southern Metropolis Daily, a woman applied for a 5,000 RMB/month short video operation role. During the interview, the company demanded she sign a 20,000+ RMB installment training loan agreement. After taking the loan, she found the 'training' was just watching recorded videos, and the promised job was repeatedly delayed. She eventually reported it to the police, and the human resources department publicly flagged this type of recruitment-to-training trap.

Official Stance

  • In May 2026, the Ministry of Human Resources and Social Security, the Cyberspace Administration of China, the Ministry of Education, the Ministry of Public Security, and the National Financial Regulatory Administration jointly issued a risk warning, urging vigilance against recruitment-to-training and training loan traps, strictly prohibiting charging fees under the guise of recruitment.
  • In February 2026, the Supreme People's Court released typical cases, explicitly stating that inducing job seekers to take out training loans during recruitment constitutes fraud and that such criminal activities infringing on job seekers' rights will be severely punished.
  • In April 2026, the Office of the Financial Commission of the Hunan Provincial Committee of the CPC issued a fraud warning, pointing out that 'high salary guarantees' and 'guaranteed employment' are often training loan traps, advising job seekers not to trust any position that requires payment before hiring.

How to Protect Yourself

  • ✅ Refuse any pre-employment fees: According to labor contract laws, employers are prohibited from collecting money or property from workers under any name. If asked for training fees, deposits, or documents, terminate the application immediately and report it.
  • ✅ Verify institution and job qualifications: Before applying, check the company's business scope and labor dispute records via official business information platforms. Be wary of media companies that frequently change names or focus on 'training,' and check if their social insurance enrollment numbers and years of operation match their recruitment scale.
  • ✅ Carefully review financial contracts: If asked to scan a QR code or download a loan app, ensure you understand if there is a loan agreement, who the lender is, and what the default liabilities are. Never perform facial recognition or sign documents under the guidance of a salesperson or via unknown links.
  • ✅ Secure evidence for legal action: If you discover you have been scammed, immediately save chat logs, interview recordings, training contracts, and loan transfer receipts. Report the case to local police immediately and file complaints with human resources and financial regulatory departments.
