AI Precision Traffic Guaranteed Sales Scam: MCN Agencies Collect Hefty Upfront Advertising Fees and Fulfill with Fake Traffic

The victims are primarily offline brick-and-mortar store owners, traditional enterprise owners venturing into e-commerce, and small-to-medium operators of new consumer brands. These groups generally lack cognitive understanding of AI traffic logic and the dark underbelly of the MCN industry, suffer from urgent bandwagon anxiety for 'rapid AI volume growth', and tend to blindly trust verbal promises while ignoring contract details. They are easily lured by pitches of 'guaranteed sales with refunds for ineffective results', ultimately losing anywhere from tens of thousands to hundreds of thousands of yuan in upfront advertising fees, and potentially facing tax compliance risks due to fake orders.

Who Gets Targeted

骗局怎么运作

  • Scammers first register shell MCN companies lacking relevant qualifications, and place promotional ads across short-video platforms, e-commerce merchant communities, and industry exhibitions featuring slogans like 'AI precision traffic, guaranteed sales, refund if ineffective'. The pitches deliberately emphasize that 'merchants don't need operation skills, AI algorithms automatically match precise customers, volume grows in 7 days with guaranteed results in 30 days'. This precisely targets traditional merchants and physical store owners who lack traffic acquisition experience and are eager to expand online sales channels, guiding them to add a dedicated operations consultant on WeChat for further consultation.
  • The operations consultant shows merchants forged success case screenshots and fake backend traffic data, lying that 'there are exclusive AI traffic support slots currently available on the platform, with only the last 3 remaining'. This deliberately creates a sense of scarcity and urgency, inducing merchants to pay upfront advertising fees ranging from tens of thousands to hundreds of thousands of yuan. At the same time, they reject merchants' requests for batch payments under the excuse of 'limited-time discounts' and 'short slot lock-in periods', urging them to transfer money as soon as possible.
  • After receiving the payment, the scammers only use click-bot software to generate fake view counts, click counts, and consultation counts, and may even arrange internal personnel to generate some fake orders. Every 3 to 5 days, they send self-created 'traffic data reports' to the merchants, lying that 'the traffic acquisition is currently in the algorithm learning phase and requires waiting for the natural conversion cycle', thereby creating the illusion that traffic generation is progressing steadily and delaying merchants' demands for payment refunds and questioning.
  • If merchants repeatedly inquire about actual in-store visits or received sales, scammers brush them off with excuses like 'competing products are maliciously suppressing traffic', 'algorithms need iterative optimization', or 'additional budget is required to break through the traffic pool'. Some syndicates even go as far as inducing merchants to pay additional 'traffic heating fees' or 'guaranteed deposits'. If merchants refuse to continue paying, they intentionally delay refunds or even directly block the merchant's contact information and become uncontactable.
  • If merchants complain or report to the police, scammers prepare in advance a small number of order records where bot accounts made real purchases and then refunded them, claiming to merchants and regulatory authorities that 'the agreed-upon traffic acquisition has been completed, and sales failing to meet the target is due to the product pricing being too high or quality not meeting audience demands', completely shifting the blame onto the merchants. Some syndicates even deregister the relevant companies and social media accounts to evade accountability.

红旗信号(看到这些快跑)

  • 🚩 Claiming 'AI traffic acquisition with guaranteed sales' and 'full refund if ineffective'. Legitimate marketing service providers will never make absolute guarantees about traffic conversion results; such pitches are essentially fake gimmicks to induce merchants to pay, and do not align with the basic logic of marketing services.
  • 🚩 The 'success cases' displayed during promotion only consist of vague screenshots, failing to provide verifiable materials such as the corresponding store's real backend data, cooperation contracts, or payment vouchers. Case details are ambiguous and their authenticity cannot be verified.
  • 🚩 Demanding a lump-sum payment of high upfront advertising fees, where the receiving account is a personal WeChat/Alipay account, or the receiving company is a newly registered shell company established for less than 1 year without traffic-related qualifications, refusing to go through normal contract procedures via a corporate account.
  • 🚩 Refusing to grant merchants read-only access to the real-time traffic backend, only periodically sending self-compiled Excel-style data reports, and failing to provide verifiable traffic data from third-party traffic monitoring platforms (such as Xinbang, Chanmama, or Huitun Data).
  • 🚩 Contract terms are extremely ambiguous, failing to explicitly stipulate the specific platform, duration, traffic calculation standards, and penalty details for failing to meet targets. They may even intentionally set up exemption clauses such as 'no refunds if sales fall short due to the merchant's product issues', severely infringing upon merchant rights.

真实案例

  • According to an investigative report on 'AI automatic live-streaming sales' training chaos published by CNR on March 15, 2026, an individual business operator named Party A paid an agency 120,000 yuan in upfront advertising fees after the agency claimed 'AI precision traffic guaranteeing monthly sales of 50,000 yuan'. The agency only provided forged click-through reports with actual in-store orders at zero. When the merchant requested a refund, they were brushed off with the excuse that 'the algorithm learning phase is not over, and an additional 100,000 yuan budget is needed to generate volume', and the agency eventually lost contact.
  • According to a public report by Jiefang Daily in November 2025, a short-video live-streaming influencer Party B signed a cooperation agreement with an MCN agency. The agency promised 'AI traffic acquisition guaranteeing monthly sales of 100,000 yuan', collected 80,000 yuan in service fees from Party B, but only drove a small amount of natural traffic, resulting in actual live-streaming sales of less than 2,000 yuan. After the agency fobbed off the influencer with forged traffic data and delayed the refund, the influencer complained only to discover that the agency had deregistered its principal company.
  • According to a public report by Toutiao in June 2026, a person in charge of a new consumer tea brand, Person A, contacted an MCN agency for AI traffic promotion. The agency collected 280,000 yuan in upfront fees under the pretext of 'limited-time platform support slots'. During the promotion period, traffic data was abnormal; verification through third-party monitoring platforms showed that over 50% of clicks originated from virtual bot accounts, and actual converted orders were only 3 transactions totaling less than 500 yuan. When seeking recourse, the merchant found that the agency had deregistered its related social media accounts and lost contact.

Official Stance

  • On March 15, 2026, CNR released an investigation into 'AI automatic live-streaming sales' training chaos, explicitly exposing fraudulent behaviors where certain agencies use 'AI traffic with guaranteed sales' as a gimmick to trick merchants into paying upfront advertising fees and fob them off with fake traffic, warning merchants to beware of harvest traps behind 'passive income' pitches.
  • On August 17, 2026, Beijing Daily reported that Hangzhou police cracked down on an MCN syndicate engaged in extortion under the guise of 'protecting dramas'. The syndicate was simultaneously involved in fake traffic boosting and data fraud to defraud merchants of fees, resulting in 12 suspects being arrested and the involved amount exceeding 400,000 yuan.
  • On March 29, 2025, Tencent News released a warning regarding MCN agency scams, reminding merchants to watch out for upfront fee scams disguised as 'AI precision traffic' and 'guaranteed live-streaming sales' to avoid property losses.
  • In 2026, the 'New Management Regulations for MCN Agencies' jointly released by five government departments including the State Administration for Market Regulation and the National Radio and Television Administration explicitly stipulated that MCN agencies must not fabricate traffic data or make absolute promises regarding marketing results, and violators will face administrative penalties and even criminal liability.

How to Protect Yourself

  • ✅ Conduct principal due diligence before signing contracts: systematically check the MCN agency's business qualifications, paid-in capital, and litigation records on the publicity system (gsxt.gov.cn), and compare shareholder changes and administrative penalty information; prioritize established regular agencies that have been operating for over 2 years with verifiable real traffic cases, and refuse to cooperate with newly registered shell companies lacking paid-in capital.
  • ✅ Resolutely reject absolute promises such as 'guaranteed sales' and 'refunds if ineffective'. When signing, clearly stipulate the specific platform, duration, and performance calculation standards for the traffic acquisition, adopt a 'installment payment' model where only around 30% of the initial fee is paid, and pay the remaining balance only after the traffic performance is verified and meets standards by a third party.
  • ✅ Require the agency to grant read-only access to the real-time traffic backend, regularly check traffic data, and verify traffic authenticity through third-party monitoring platforms such as Xinbang and Chanmama. If abnormal virtual traffic or abnormal regional/audience clicks are detected, immediately suspend cooperation and demand a refund.
  • ✅ Retain complete communication records, transfer vouchers, and contract texts. Report to public security organs immediately upon discovering a scam, and simultaneously file complaints and reports with market regulatory authorities and platform operators to prevent the other party from deregistering and fleeing, which would make accountability impossible.
